WHK was the prime consultant responsible for preparing Martin County's 2025 Long Range Transportation Plan. This project developed two major Plan products: a 2025 Needs Plan and a 2025 Cost Feasible Plan. The Needs Plan included Capacity Improvements, Transit Improvements and Constrained Roadways. The Cost Feasible Plan included Roadway Capacity Improvements, Transit Improvements and Visioning/Sustainability. The Cost Feasible Plan also included bicycle and sidewalk recommendations.

Major responsibilities of WHK during the 18 month effort included Project Management and Quality Control, Public Involvement, Financial Resource Plan, Model Validation, Plan Development and Plan Adoption Process. The Public Involvement Program was expanded to include five newsletters, exhibit displays in public places and 15 public meetings. Twelve (12) Technical Memorandums were published in a three volumes along with a separate Final Report. The Technical Memorandums were:

Major information developed in the effort were incorporated into a relational data base with GIS. The Executive Summary was presented in a 22" x 17" color handout that received wide distribution. The 2025 Plan was adopted by the MPO in February, 2001.
